Banned Facebook page for Account Integrity and Authentic Identity

Hey, I have a friend that got his FB page banned forAccount Integrity and Authentic Identity. He bought the pages and after 2 weeks the page got this message. He sended it to appeal but no response.
He is willing to pay to get it fixed, any1 can help?
