Obviously, but why would we want to create an inherent bias by having response options like that?

Im being ironic… what I mean is that it could have seamlessly been put so as to bias responses the other way. Not saying you did already, Im just saying that if you had inverted the order of the question it would have been different.

Its like asking “who wants change” instead of “who wants things to stay as they are”. They are both the exact same thing but they will most likely render very different results.
