You can run promotion through youtube also.

Can you confirm this? Last time I’ve done some research I found out this was only for Google Ads, not YouTube Ads.

I say that because some people who have been dealing with the creation of millions of views for a long time have their own formula that they use. I don’t know it, or how they manage to do it, and I don’t recommend using it for that if you don’t already have experience with it like them. First you need to find someone of them and ask them to sell you method for properly using without any restriction.

Its best suitable for google search ads. If you dont have much expirience like them.
