Instagram DM Restrictions — Anyone Able to Fix This?

In this particular case, Instagram asks the account owner to complete a verification process. The owner successfully completes it, but the DM restriction remains. The Account Status section shows green checkmarks everywhere, with no violations.

Can anyone fix this?
