Totally a scam . If he knew the method, he wouldnt be selling it .

Although it does exist, you should think about why he is selling it. Invite him to SWAPD 
Not sure if hes legit, but I know TikTok gives such feature to big agencies and labels (Sony, Warner etc). They can push their artists with it. Really hard to get access to.
