SWAPD Service Intelligence Reviews (SIR)

Overview

A Service Intelligence Review (SIR) is an official SWAPD staff assessment displayed directly on an eligible service listing.

The purpose of an SIR is to provide buyers with additional insight based on information that may not be visible within the public listing, including recent transaction performance, buyer satisfaction, delivery consistency, communication standards, compliance history, and other internal indicators available to SWAPD staff.

An SIR is not a guarantee of future performance. It is a professional opinion based on information available at the time of review.


Pricing

The fee is $99 USD per review.

Any future update, amendment, or complete re-review is treated as a new order and costs an additional $99 USD.

The fee covers the staff time required to investigate the listing, analyze available data, and prepare the final assessment. Payment does not guarantee a positive review.


Review Limits

The following limits apply:

  • One SIR per listing.
  • One listing per order.
  • Reviews cannot be transferred between listings.
  • Reviews cannot be transferred to another subcontractor or account.
  • Duplicate reviews cannot be purchased for the same listing.
  • A new order is required for every update or re-review.
  • Every review displays the date on which it was completed.

If a listing is deleted, substantially rewritten, transferred, or repurposed for a different service, SWAPD may require a new review.


Eligibility

SIR is primarily intended for subcontractors with a solid SWAPD track record.

A listing may qualify where the subcontractor has:

  • Successfully completed relevant transactions.
  • Maintained acceptable buyer satisfaction.
  • Demonstrated reliable communication and delivery.
  • Followed SWAPD rules and staff instructions.
  • Accurately represented the advertised service.
  • Avoided serious unresolved complaints or compliance concerns.

SWAPD may decline a review where there is insufficient information to produce a meaningful assessment.


New Services

Brand new services may also be reviewed, including listings with little or no public feedback.

However, the subcontractor may be required to complete a staff supervised test order or otherwise demonstrate that the advertised service can be delivered as described.

The subcontractor is responsible for any reasonable costs associated with the test.

Successful completion of a test order does not automatically guarantee a positive review. Staff may also evaluate communication, professionalism, delivery time, compliance, and overall service quality.


What Staff May Review

SWAPD may consider any relevant information available through the platform, including:

  • Recent and historical transactions.
  • Completion and cancellation history.
  • Buyer feedback.
  • Private buyer complaints.
  • Dispute history.
  • Delivery speed and consistency.
  • Communication quality.
  • Accuracy of advertising claims.
  • Refund or replacement history.
  • Subcontractor responsiveness.
  • Compliance with SWAPD policies.
  • Use of additional subcontractors.
  • Internal staff notes.
  • Evidence submitted during the review.
  • Results of any staff supervised test order.

Not every factor will apply to every listing.

SWAPD will determine which information is relevant and how much weight each factor receives.


Additional Subcontractors

The subcontractor must disclose whether the advertised service is delivered personally, through employees, through additional subcontractors, or through another provider.

Additional subcontractors have no right to approve, edit, influence, or challenge the outcome of a Service Intelligence Review.

The subcontractor remains fully responsible for:

  • The accuracy of the listing.
  • The conduct of any additional subcontractors.
  • Delivery quality.
  • Buyer communication.
  • Refunds, replacements, and warranties.
  • Compliance with SWAPD rules.

Responsibility cannot be transferred by claiming another subcontractor was responsible for the outcome.


Possible Review Outcomes

A Service Intelligence Review may be:

  • Declined due to insufficient information

Staff may identify both strengths and weaknesses.

Purchasing an SIR buys an investigation and professional assessment. It does not purchase praise, endorsement, or a favorable rating.


Review Placement

Approved reviews may be displayed as an official SWAPD Staff Notice on the reviewed listing.

The review may include:

  • Review date.
  • Summary of staff findings.
  • Strengths.
  • Weaknesses.
  • Risk factors.
  • The subcontractor’s observed track record.
  • Overall staff confidence rating.

SWAPD controls the wording, formatting, placement, visibility, and length of every review.

Subcontractors may not reproduce, edit, crop, or selectively quote an SIR in a misleading manner.


Accuracy and Subcontractor Cooperation

The subcontractor must provide complete and truthful information whenever requested.

SWAPD may request:

  • Transaction links.
  • Delivery evidence.
  • Buyer confirmations.
  • Proof of results.
  • Service procedures.
  • Information regarding additional subcontractors.
  • Refund records.
  • Screenshots or supporting documentation.
  • Access to a testing environment where appropriate.

Failure to cooperate may result in:

  • The review being declined.
  • A cautious or negative assessment.
  • Removal of an existing review.
  • Account restrictions.
  • Additional staff action.

Providing manipulated, misleading, or fabricated evidence may result in suspension or permanent removal from SWAPD.


Review Updates

A Service Intelligence Review reflects the service at a specific point in time.

A new review may be required where:

  • The service has materially changed.
  • The subcontractor changes the delivery method.
  • A different subcontractor becomes responsible for fulfilling orders.
  • Pricing or warranty terms change substantially.
  • The listing moves into a different category.
  • Significant complaints arise after the original review.
  • The existing review no longer reflects current performance.

Updated reviews require a new $99 USD purchase unless SWAPD determines a correction is necessary due to staff error.


Removal and Modification

SWAPD may edit, suspend, replace, or remove an SIR at any time where:

  • New information becomes available.
  • The subcontractor’s performance materially declines.
  • The listing becomes misleading.
  • The service changes substantially.
  • The review is being misrepresented.
  • The subcontractor violates SWAPD rules.
  • Continued publication would create an inaccurate impression.

The subcontractor does not own the review and cannot require that it remain published permanently.

No refund is owed simply because a review is later updated, hidden, or removed due to changes in circumstances or subcontractor conduct.


Negative Staff Warnings

Purchasing an SIR is entirely optional.

However, SWAPD may independently publish a complimentary staff warning on any listing where serious concerns are identified, including:

  • Repeated failed deliveries.
  • Misleading claims.
  • Poor communication.
  • High cancellation rates.
  • Unresolved buyer complaints.
  • Questionable subcontracting practices.
  • Compliance concerns.
  • A demonstrated pattern of wasting buyers’ time.

Purchasing an SIR cannot prevent or remove a legitimate staff warning.


Refund Policy

The SIR fee is generally nonrefundable once staff has begun the review.

A refund may be considered only where:

  • SWAPD is unable to begin the review.
  • The order was accepted in error.
  • Staff determines the listing is clearly ineligible before meaningful work begins.

Refunds will not be issued because:

  • The review is not positive.
  • The subcontractor disagrees with the assessment.
  • The review identifies legitimate weaknesses.
  • The review is declined due to lack of cooperation.
  • The subcontractor expected a guaranteed endorsement.
  • The subcontractor later closes or deletes the listing.

No Guarantee or Endorsement

A Service Intelligence Review is not:

  • A guarantee that a service will succeed.
  • A warranty provided by SWAPD.
  • Insurance against loss.
  • A promise of future buyer satisfaction.
  • A substitute for buyer due diligence.
  • A legal, financial, or professional certification.
  • A guarantee that future disputes will be resolved in the subcontractor’s favor.

Buyers should continue to review the listing, evaluate the subcontractor, read the contract terms carefully, and make use of SWAPD’s available vetting tools.

Final Authority

SWAPD has sole discretion over:

  • Whether a listing qualifies.
  • What evidence is required.
  • How the review is conducted.
  • What information is included.
  • The final wording.
  • The final rating.
  • Whether a review remains published.
  • Whether a staff warning should be added.

Subcontractors may request correction of objective factual errors. Staff may amend genuine mistakes but will not remove or alter a review simply because the subcontractor disagrees with its conclusions.

All Service Intelligence Review decisions are final.
