Following this thread. I am in a similar situation. Can’t get hold of facebook support regarding merging my pages.
This worked for me in the past:
Create a new FB Business Manager, run three $5 ads (it sometimes works even if you spent less), as soon as they get approved, go on the link above. If on mobile device, scroll down until the blue screen shows up and click on get started. If on desktop, just click on get started.
Click any option, then click on the contact our support team option and choose either email or live chat option.
This is how you access the basic FB panel which can be used for merging, username claims, unbans, etc. but from my
experience it only works for actual businesses.
