But 90% of them aren’t even buying, they steal the video from other pages, edit the video and put some new caption inside the video = new video
They report it and run it through spam groups full of 3rd world countries

Most likely networks that buy videos in bulk to get cheap prices. Most licensing companies also offer custom rev share deals depending on how many views you can generate in a month with full access to the whole library.
