The 1st image is an Action block 
, Insta algorithm may have flagged an action that seems spammy. You may have been commenting on multiple accounts too fast , etc… the algorithm deemed these actions with similarities of bot… No Need to Worry Its A Temporary Block/Limit
The 2nd image is an update of Instagram from earlier this year …It explained in its help centre: “We ask for birthday information to help ensure that underage people aren’t using Instagram. This includes everyone, whether the Instagram account represents you personally, or if the account was created for something else (example: accounts dedicated to a pet, hobby, or brand).
