Is there any way the original owner of an instagram page can claim it back or get it back?

Yes,

There are 2 obvious ways

  1. By having the email (og email & current email), it is always recommended that you could get that and secure it with you. but even emails could be pulled back.

  2. if he tries to recover the account using Instagram app, the app sends OTP to email & phone number used in the account, though you manage to secure email there is no way you could get another person’s mobile number. the recommended choice here is you add your number as soon as you get the account. Though for a couple of days the previous number will be receiving OTPs while recovering.

So my advice is, always buy the account using SWAPD as ur escrow. scammers will not be tolerated here.
