If I make a purchase with someone on Swapd that has never done a order before and has a safety concern on their account. Is it safe??

I have only ever purchased once from a diamond seller, so I am still learning. Everyone says its safe because Swapd holds the funds until order is complete or refunds if not completed, correct?
