Never make big change on the profil where u buy ur access.
Also u just need to check the trust of the seller and warranty he give you.
Check also what’s the tier of ur portal ? If he come from little partnerships with Facebook don’t expect run 6 months with him.
U need big companies portal to get best reply and more security.
I sell B tier, we can get easy 3 warnings in 2/3 months and portal never jump.
But
If u have 
portal come from exemple one partnership only 2 warnings can make u the page « Welcom X » and the portal close.

Do people create and sell it or they get portal from media companies and sell it?
there are no such prices , the price of the portal starts from 20,000-40,000$
it is almost impossible to find cheaper than $ 30,000
Just contact a rep, have 1 client with > 1m followers so they can add it book of business and grant you access to the portal.

It’s not easy for people who’s purpose is to sell services with it. If you run a legitimate agency they will grant you access to the portal.
That’s because you bought too expensive. In fact, Media Portal is not that valuable and it has very high risks. If I’m not mistaken, Lunar was the only one selling for 40 or 45k$ but that was a long time ago.
If 2 years ago, Media Portal had Chat/Email feature, it would be really valuable, but now Media Portal is really nothing so 30-40k is unreasonable.
