I want to buy an IG account from someone, but I want to change it’s IG account name. How can I make sure that before I buy it, the name I want for the account, I can change it to that exact name?

Are you talking about the username/handle? And are you talking about a verified (blue checkmark) account, or a regular account?

You can see if a username is available via Instagram’s sign-up page. If the username is unavailable, it’ll show a red cross next to it.

And actually my question is to both - if it’s verified or if its not verified - or is there a diff. rule if it’s verified already?

Do not change yourself if an account is verified , badge will be removed

If account is verified and you want to change username, you should contact to @onlyusernames

Yes, you can change the handle of a non-verified account easily, and with ease. However, not with a verified account. There are some service providers who can change the username of a verified account, but this carries a risk as well.
